Had a chance to visit Standard Auto Wreckers (www.standardautowreckers.com) Free Parts Day this past weekend.  You pay an admission price of $49.95 for all the parts you can carry out!!!  I must have got $500 worth of stuff for a couple of cars I am working on.  Great deal and thanks guys!!

Well Henry, I believe it a comes down to money and politics (just like most things in life).  Where the money will come from, how much money (aka, kickbacks) will change hands and also what moves buy political clout.

I am guessing the cost is prohibitively expensive for some countries. Probably need high quality filters and chemicals?

My last house had it, it is instant hot water.  It used to take about a minute or two too get the hot water, but it would last pretty well.  I do wonder if a water heater that keeps the water warm prior would be more economical.

Yes, driving it into a lake is not a really smart solution but you are definitely in the right place to read about options.  I work with an auto recycler in Toronto, Canada that process around twenty thousand vehicles a year, too bad you are not near us :-)
